We evaluate quantum readiness on five criteria:
- Algorithm deployment: Is a post-quantum algorithm live on mainnet/production?
- NIST compliance: Does it use NIST-finalised standards (FIPS 203โ206)?
- Scope of protection: Are wallet signatures, consensus, or both protected?
- Certification documentation: Is the compliance independently verifiable?
- Migration roadmap: Is there a clear plan for users who are not yet protected?

Why QRL Scores 6/10 (Not Higher)
QRL deserves credit for being the first blockchain to deploy hash-based quantum-resistant signatures. Its use of XMSS is covered by NIST SP 800-208 โ a legitimate standard. However:
- SP 800-208 predates the August 2024 FIPS finalisation and is a Special Publication, not a FIPS standard
- XMSS is stateful (signatures must never be reused), creating operational complexity
- QRL has a small developer ecosystem and limited DeFi integration
- FIPS 205 (SLH-DSA) represents the modern equivalent and supersedes XMSS in the standards hierarchy
BMIC's SLH-DSA (FIPS 205) is the direct NIST upgrade from XMSS, deployed within the Ethereum ecosystem with vastly more liquidity and developer resources.
The Case for Acting Before the Crowd
Quantum readiness will shift from "competitive advantage" to "regulatory requirement" between 2026 and 2030. NIST has already published implementation guidance for federal systems requiring transition by 2030. Private sector mandates will follow, particularly for financial infrastructure.
